Repeat playback but only on last measure

I'm using Musescore 4
I have a three measure repeating section that needs to be played three times. I went to the measure properties on the last measure and adjusted the play count to 3. What's happening is the section will repeat three times but on the third time, only the last measure plays and the first two are silent. The measure properties of the first two measures don't have a playback setting like the last one does.
I could just copy and paste the three measures but I'd really like to get the repeats to work properly.
