I have Restarted my pc
I have uninstalled musescore 4 and re installed
I have uninstalled musehub and musescore 4 and reinstalled both
I have installed musescore 4 without using musehub
And the issue remains
I have replaced the MS Basic.sf3 file with the one from github
None of these resolved the issue
I'm up to suggestions which may help diagnose the issue, otherwise I might try nuking all musescore products off my drive and reinstalling.
I have found the Issue, I changed the audio output of my pc and the issue has resolved itself, so I assume there is a problem with the output of the hardware!
The reason this happens is because of the audio bitrate. Go into your computer control panel > sound > right click on your playback device (headphones, earbuds, etc) > Advanced > Mess around with the default format. For me, I had to lower it from the highest level to two steps down.

Playback doesn't have all the crackling but it is still to high pitched and the last note breaks in play back
Sounds completly normal and correct to me
