Fwiw selecting the unwanted rest and pressing CTRL DEL also works.
I find this better than changing the property actual length because it works also when the item to remove is not at the end of the measure, or when you want to remove entire measure(s).
Both short and longer first measure does not seem to be indicated indeed. Seems to be caused by the repeat "barline"....looks like any shorter/longer measuer before the repeat left sign is not showing the - or +.
Perhaps Mark irregular measures is not selected in the View>Show menu
[Edit] Or perhaps not... Ticking/unticking makes no difference.
[Edit2] Yes, I can reproduce the behaviour: any irregular measure immediately followed by a start repeat barline does not show the irregular measure marking.

Right click onto an empty spot in the first measure then, in Measure properties, change the 'Actual' duration to 6/8.

Hmm, why is the little + sign in the upper right corner of the measure not there? It would show in the next measure, but not in the first?!?

Fun fact, this behaviour also exists in MS3.6.2.
