Insert Octaves Above/Below
In Musescore 3, there was the ability to insert an octave above or below the selected note. This was extremely convenient. I myself had it attached to Shift + 1 (for above) and Shift + 2 (for below). Unless I am missing something--and if I am, please let me know--this feature is inexplicably absent from Musescore 4, which is a shame.

[Alt] 8 adds a note an octave above. You can create a Shortcut (e,g, [Shift][Alt] 8) to add an octave below.
As note, Alt+number is the shortcut for interval above, and you can define your own for interval below. There is no difference whatsoever between MU3 and MU4 in this respect.

I had not noticed this shortcut. However, even though I adjusted the shortcut, using Shift + 1 (which shortens to "!") to enter a note an octave above does nothing.

Are you saying the default Alt+8 works normally, but if you customize it to sShift+1 it doesn’t? What about other Shift+number shortcuts? And what OS & keyboard layout? Shift+number shortcuts can indeed be problematic on some combinations.
