Transpose Using Selection Filter
If I have a score with rhythm notation in the 3rd voice, Can I use the Selection Filter to eliminate that voice from moving when I transpose?

You shouldn't need to - slash notation is not transposed no matter what.

Not at all, that's how we learn.
And for the record, no, it seems the transpose functions don't honor the selection filter. I'd call that a bug, although realistically, perhaps one that won't get fixed for 2.0 even if someone reports it.
