Fragments should not be translated. Just the title tags. I'll update the docs with this information. Thanks for asking.

Links to English only howtos, tutorial etc. should probably not get translated either, just to tell the reader immediately to expect English content.
The text after the = in an inline image though should get translated, for accessibility

the latter jumps to the former. works for me, IE11, Windows 7
Does not work with Chrome on Android though.
This should however be a pretty straight forward HTML method for intra page links?

I can reproduce the problem with Chrome and Firefox on Mac OS 10.10
I just try to change

to

and it work
(focus on: #getting-started -> #Getting-started)
But I don't know why!

the former is (part of a) a hyperlink to an intra-page anchor (similar to that 'fragment' thing, just intra page and not into the middle of another page), the later such an anchor or jump mark.
Don't translate them, they are not user visible and you never know from where they are jumped to

I thing (read: hope) it is only this one page, which is also of a different type than the others ("Page" vs. "Book 2")
