voice tools in the tool bar

The handbook refers to a tool bar at the right for using multiple voices within a score; however I don’t see or can’t find the referenced tool bar. The closest thing I can find is in the selection filter but it doesn’t seem to do what I want.

I am looking at the sheet music for “Chariots of Fire” and am trying to duplicate what appears to be a measure that either has 5 beats in a measure or is using different voices to achieve varying note duration within the same measure. Refer to the measures 13, 14, and 15 or the first three measures following the intro section.

What do you advise?
