Changing tempos in MuseScore
My tempo should be just 60 BPM. Why it always goes back to 120 BPM? The same
happens when I close my application and open it, it always goes back to
120BPM. How can I permanently set the tempo?

120BPM is MuseScore default tempo. Changing that via the play panes won't stick, it is not stored in the score and meant for temporary overrides.
To get a tempo different from the default and stored in the score (and visible to the musicians too!), add a tempo text, see https://musescore.org/en/handbook/tempo-0
