It but this software will not recognize it. Works fine on a Windows 10 64 bit.

actually a duplicate
Download the missing DLL file from the trusted site. In this case, get the file from here: https://dlldownloads.com/api-ms-win-crt-heap-l1-1-0-dll/ and put this file into the installation directory and your problem should disappear.
Better get it from Microsoft directly (see above) rather than from some untrusted source like your's
