Use staff/part properties to suppress display of time signature, then use Tools / Measure to join and split measures as desired to get the desired number of beats into one measure. use system breaks so you end up with one measure per system, each whatever duration you need.

How does (or even, "Does") choosing "Liturgical unmetrical" as a New Score option interact with this? It appears that even choosing that type of score, you still have metrical bars.

The template turns off the time signature display in staff/part properties. It might also set some other options, not sure. But indeed, you still need to combine and split measures to decide for yourself how many notes you want on a given system.
There might be different, and even easier ways to accomplish this, but this is how I do it.

I was in a rush when I put that first one together; here's a better version. BTW, the "actual duration" of the first measure is 27/8. (Two crotchets, a breve, two more crotchets, and a dotted crotchet.)
