How to mute Vocal clef
I am attempting to rewrite the piano score to simplify it to my skill level. I want to play and sing at the same time so too complicated sheet music is..well...complicated. BUT, to hear what I'm changing it to, the vocal clef gets in the way. I need the vocal clef there but can I mute it when I'm "composing".

For playback you can mute an instrument in the Mixer.

You need to make it a separate instrument rather than an additional Piano staff

sorry to be a pain but when I make a separate instrument, it puts it at the bottom. Can I rearrange to the top?

Indeed, Edit / Instruments is where to do both. But, MuseScore should add instruments in the "correct" by default, also do the correct bracketing and barline extensions, if you have selected the appropriate genre sing the dropdown at the top of the dialog. For instance, try the "Choir" setting.
