Global Option to show invinsable staves in continuous view
I often use unempty helping-staves, which I never want to see in page-view but always
in continuous view.
For that purpose it would be helpful to specify wether making a stave invinsable will
also hide it in continuos view...

Is there a reason not to simply use the hide empty staves option (either globally or just for the staves in question)? I'm not understanding exactly what you mean by "unempty helping-staves" here. An example score would probably help.
Meanwhile, not you can also create a "part" that has whichever staves you want with whatever visibility settings you want.

So I want to hide staves, which are not empty, inside the page (and print) view
without hiding them in continuous view.
These could be staves which are just used as "scratchpads" or
which contain notes that are only meant to be heard but not to be seen (in page view)
like a click-track.
I know I can toggle the visability on and off in order to edit the hidden staves
but that always brings the page-layout out of order.

Without an example, it's still not clear what special quality these staves have that makes it seem sensible to always show them in continuous view but never in page view. That is, why should MuseScore assume click tracks should be shown in continuous view but not in page? But again, the way to do with would be, create a part that shows the staves you want to see. Then view that part in continuous view.

I could think of many ways where hiding filled staves merely in page-view could be very useful.
Let's say I'm converting a piano-reduction into an orchestral score.
The piano-reduction is neither meant to waste space nor show up in the print-layout / page-view
but I want and need to see it in the continuous view for the purpose of arranging.
It could be a complete arrangement that's turned into another instrumentation...

Once again, without an actual example - a score attached to the post - it's really impossible for anyone else to understand why MuseScore should assume you'd never want to see that particular staff in page view, but would always want it in continuous view. It almost seems like you are suggesting that people would be expected to only edit in continuous view - that editing in page view isn't a thing, and that's why it only makes sense to show the staff in continuous view. Or, that continuous view is only for editing, and not also used for playback for instance. But in the general case, a playback-only staff might need to be shown in page view if that's where you want to edit it, and it might need to be hidden in continuous view, if that's where you want to monitor the playback.
Anyhow, again, as far as I can tell, the method I described should work perfectly to cover your special case.
Have a look at https://musescore.org/en/handbook/3/parts on how to create instrument subsets in their own subscore (called a "part" in MuseScore).
