Once a single score has been opened, press Cmd-O to open a new one and ... a new instance of MuseScore 4 will be created, instead of opening the score as a tab of the existing window.
This is not a new window of the same app, rather a new app launch.
I now have 4 scores open, and 4 MuseScore icons in the Dock.

This is really bad design and inconsistency.
Tabs available suggesting option to have many documents open in one instance. still opening many instances.

I hope they fix this soon. No other app behaves like this. Imagine if you had to spawn a new web browser instance for every tab... Bad design indeed.

It may have become a "by design" feature, but, after having closed three separate files on my Mac, three Musescore icons are still sitting in the dock. That is annoying and can in no way be "by design". Neither is it an Mac bug. This should be fixed in Musescore.

Most other apps don't deal with documents that have sub-documents by necessity. There's one tab for the score, and other tabs for its parts. Having multiple scores and all of their parts open in tabs in one window would be much worse. Maybe it could work with tab groups like what web browsers have, but tbh separate windows is probably still better.
I like to direct my concerts and practices with musescore.....paperless. In musescore 3 I had a tab for each song and the tab was labeled so I could quickly find the song I needed. Once selected, each song had its own tabs for parts. I could drag the songs in order so I could do Strings clustered near each other and the Band songs clustered near each other. Very useful for conducting.
Now, each new song is opened as a new instance and I cant drag them or see which songs they are. Totally unusable for concert and really clunky if you have different classes and don't want to wait for songs to be loaded.
