I tried the suggestion to create a shortcut for insert measure, but when I get to the define step, it was not possible to type in the box.

That shortcut exists already, it is Ins, unsurprisingly. And Ctrl+Ins to get asked for how many
In MS4 there is already a shortcut Ctrl+Insert which defaults to inserting a single measure. Are saying that in the field Number of measures to insert you cannot overtype the default "1" in order to type a different number of measures?
In MS3 and MS4 the Insert key on its own inserts a single measure.
