That only swaps voices, but still leaves two-voice format intact. What I need is switch to a single-voice format.

Delete the voice 2 rests afterwards

– You mean delete after swapping voices or after imploding? Why delete those rests in the first place?! They are part of the melody, which I want to keep.

The first line in your image appears to have whole rests in voice 1 and notes plus rests in voice 2.
After you swap voice 1 and 2, you can select (select all similar) and press delete. The rests in the new voice 1 remain and cannot be deleted but those whole rests of the new voice 2. The result is then the second note line in your image.
