Bar is blank and cannot place any notes
It won't allow me to place notes in the blank bar, im new to using musescore and im not really sure what im doing.

If you are new to Musescore, start by looking in the online handbook. Here might be a good place to start .https://musescore.org/en/handbook/4/create-your-first-score.
And if you get stuck, come back to the forum and ask for more help. There are plenty of helpful people here.

Looking again I see what you mean about blank. It looks like the score has become corrupt. Just select that measure and delete it with CTRL+ Delete. You can add more measures if you need them later.
It is best to attach the score (.mscz file) you are having problems with when asking for help. Then someone can try to reproduce the issue. A picture rarely provides enough information. In this case it did, or would have if I'd looked more closely.
This is something that seems to happen quite often to MS4 users.
Do the following steps:
Create a new measure with Add / Measures... / Insert a measure
Copy the notes of all other staves that are correct in the faulty measure column into the new measure to save the notes already written.
delete the incorrect measure with Ctrl-Del
(My hints are from the experience of MS3, it should be nearly the same in MS4)
I am actually looking for help with a similar issue. recently I joined a music course and as part of the assignment, i got a mscz file. I was supposed fill in notes based on the time signature. I was able to edit it in step mode but when i place notes in the measure it does not appear. I am new to this and really appreciate any help. Attaching the file.

This is quite simple. Someone has selected all the rests and made them invisible.
When you try to replace the rests by notes they also remain invisible.
Select everything (Ctrl-A) and press "Set Visible" in the inspector.
But that solves the problem of your course by itself: if you can see all the rests, you can see what's missing. I think it was intended to print the sheet and solve it with a pen.

Agree. Someone has gone to the trouble of hiding the notes for a reason and this looks like a worksheet to be printed and filled in by hand.

Thank you so much. That solves the issue. I don't know why they did that. It was not meant to be printed because they gave the mscz file for all assignments. Only this one had this issue. Thank you again for your help.

Looks like I spoke too soon. I could the rest now but cannot replace it with a note. Is there any settings which protect the rests?

You can!
It is a drum staff and when you go into note input mode, you need to click on the note icon at the bottom left.
Otherwise choose a new instrument, e.g. a piano.
Someone worked hard to make it as hard as possible :-).
