On the topic of transposing music in a PDF, I've pasted my file into musecore, and it's requiring I fill out this field.

Well, that was a bust.

In case it helps, have a look at this set.

The hard part is converting from PDF - which is just a picture, could just as easily be of a cat as it is of sheet music - to something that MuseScore can recognize as music, like MusicXML. The import facility mentioned above can attempt this, as can other third party programs, but as mentioned, results are highly variable.
Once you get the music into MuseScore - and it might be easier to just type it in by hand - then transposing it is trivially simple.

See https://musescore.org/en/node/301061 and have a try with that.
Attached the result.
Thank you for your help. Rob
Just curious. In that pdf, at the top of the second page, "...keep you satisfied.", on *fied*, the chord G7 #5 with an augmented 5th looks right. But the music has Eb, a minor 6th. Is there a reason for that, or is it a bug?

Technically it is more correct to spell that note Eb (it's borrowed from the key of C minor) and as a result to call the chord G7b13. But G7#5 is more familiar to most people so it's not uncommon to tell that little white lie.

Enter it into MuseScore (looks like less than 30 minutes work), that you can transpose

Ten minutes to take it through SmartScore and export as an XML. You can transpose it there, as well. You would still need to add the lyrics manually, since, in my experience, SmartScore doesn't handle lyrics very well, especially multiple verses. I always recognize without text, and add it all back in in Finale. I'm new here, so I don't know how well MS4 works with the multiple verses and the font.

MuseScore handles multiple verses fine. You can add verse numbers, and insert a space before the opening word with Ctrl+Space.
The lyrics font can be redefined in Format > Style > Text styles > Lyrics odd lines | Lyrics even lines.
