I did as instructed (selected the plugin) but even after a reboot the note letters do not appear.

To be able to access the installed plugins from the Plugins menu, they need to be enabled in the Plugin Manager https://musescore.org/en/handbook/plugins#enable-disable-plugins
Then as in the image above.

Plugins->select Note Names?

Oh! So you have to select plugins for specific scores! I had assumed it was global! You know, like for browsers. But this method makes sense. Thanks for your help

But I see now that the plugin doesn't stay set for the entire score? As you add notes the letters don't appear automatically. You have to keep refreshing it, it seems? Bug or feature?

It's a shortcoming of all plugins. They aren't persistent, that it they only affect what has already been done, not what you do after running them.

Plugins act as commands, executed when you call them.

In 3.0 (available as a Beta) you can have namend noteheads, as a staff property, and those do change with the pitch
