Shorten Stems doesn't affect beamed notes
Stems normally shorten when notes in two voices start to expand too far outside the staff. However, shorten stems does not affect notes that are beamed, regardless if they are small notes or not. I'd expect stems to shorten with beamed notes, more so for small notes. I'd also expect note spacing to adjust for small notes. Is this intentional?

Thanks for clarifying.
On this part of layout (and intention) I'm totally out of my depth, so hopefully someone else steps in to confirm/clarify.
I don't doubt you are right, the beam algorithm is totally separate from the normal stem length calculation, and I can easily believe there is no attempt to deal with this. I encourage you to file an issue on this.
