Palettes stopped working
I installed the July 2019 update to musescore 3 after finding the palettes wouldn't function, no matter how they were accessed and no matter what score I selected. Clicking on an element, such as # in accidentals, gives a red circle and slash whenever I try to move it with the cursor. I've tried restarting the computer and musescore several times, including revert to factory settings. :(

That score though got last saved with MuseSore 3.1, not with 3.2.3 (the July 2019 update)
It got created this month though, on the 2nd of September, so something doesn't fit here?

I was working on the score today in 3.1 and had saved it multiple times today. When I found, towards the end of my session, that the palettes weren't working, I downloaded the July update, thinking that would fix the problem. But it didn't. Restoring factory settings didn't help. Even creating a new score in 3.2.3 doesn't work. I can't, for example, add a sharp or any palette item to the score. ??

The new version of MuseScore also gives a strange black area on the right side of the screen.
Maybe I should try deleting the program entirely and start over with a new download.

That is just the default background color, after your factory reset
But you don't have a Palette (left) nor Inspector (right) section, either should show after a factory reset too
It's not clear if you've used the palettes successfully i the past, but for the record, the cursor is not relevant for using the palette. Either drag and drag the palette icon directly to the note (it will show the red circle until the mouse pointer is directly on top of the note), or first click the note, then double-click the palette icon.
In 3.3 it will become possible to, for instance, click a palette icon then press Enter, or use the cursor keys to navigate through the palette then press Enter to apply the element.
