I am having trouble with voltas
I am having getting the volta 3. to play. It just stops before the notes in volta 3. I checked the number of repeats on the measure in volta3 and also volta 1.,2. I just can't seem to find the problem. Can someone take a look at it.

You need to set the repeatlist for the voltas to tell MuseScore when they should be played, not just change their text only.
Then also correct the play count. The first end-repeat under the 1,3-volta should be at 3 (original playbackcount of 2 + 1). Likewise the playback count for the 2nd end-repeat, being the end of the 2,4-volta should also be at 3 for the same reason.
Playback will then be the same as the texts you've currently set for them.
I changed the playcounts on both voltas, 1., 3. and 2., 4. to 3. It still stops before playing the volta for 3. under the 1., 3. volta. What else could be happening that I need to fix?

a) you need to set the repeat lists, here to 1,3 for the first vola and 3,4 for the second volta
b) you need to set the playcount of the measure with the :|, to the total play count, here 4

b) No, both play counts should be set to 3, 2 from both volts endings + 1 to then send it back to the start again afterwards.

What you missed is the first part of my reply: the setting of the repeatlist property of those voltas, which you can do in the inspector.
Or what you missed was looking at the attached file where those changes had been made already as an example
