How do you get permission?
Fair use is a complex matter and it's different depending on the country where you publish.

You need the permission of the Copyright holder(s). There was a lenghty discussion recently, see https://musescore.org/en/node/121116

Please make this score private or delete it and do not post copyrighted songs on MuseScore.com or MuseScore.com will be forced to suspend your account. Please read again the Community Guidelines
MuseScore.com cannot verify every single song posted on the website and it operates under the DMCA. It means, in a nutshell, that songs are taken down when right holders ask for it.

Note that in most countries, you don't need permission to write it. You need permission to share/publish it.
“Strangely enough,” in these ever-more-litigous Internet days, sometimes it is better to indicate that you possess a thing, “call or write me for details,” than to publish it . . .
