Double repeat and Volta question

See the attached arrangement of O Holy Night.

I set up Volta for three verses where the first and second verse use one ending, but the third verse has a different ending.

I can't see what's not set up correctly, but when playing the repeat does not happen at the end of the second verse and it goes straight in to the third time bar.

I'd really appreciate some help pinning down what the problem is
