Standard Staff I or II?
When you start a new score and use the string quartet or string ensemble template the instruments all show up with the Standard Staff II (except the contrabass), in all other cases (that I've tried) you get a Standard Staff I for strings.
The difference (according to https://musescore.org/en/handbook/staff-properties) is that II has string data that can be manipulated. I would like to see the Standard Staff II as the norm for all of the string instruments including the contrabass (double bass). This enables you to add a linked staff and gives us non string players a visual on where the fingers go to play notes for double stops and so forth.

Is there a way to add string data to an instrument such as a violin if it is not already there or cause it to default to having string data like the guitar has?

Short of using a custom instruments.xml? No.
An older version of MuseScore used to be able to do this, not sure might have been old pre 2.0 nightly builds. It got removed as it didn't work properly

Is there documentation that shows how to customize an instrument.xml or just what the proper format of the file is?

There is https://musescore.org/en/developers-handbook/references/instruments.xml…. And the file itself ;-)
