Not sure what you mean by "without any measure". Do you mean you want notes but no bar lines? Or maybe you mean you don't want notes at all - just blank staves? Either way, you can do this my entering what you want and marking what you don't want invisible. So enter notes if you like, but mark the barlines invisible.
If you mean something else, then posting a picture of what you are trying to do would help.

...shows a page with a few short pieces.
You can always enter a time signature like 63/4, so each measure has 63 beats.
Enter your notes, then make the time signature invisible along with any barlines that might have been added.
