The rules are as usual, vary from country to country, if the score is yours or in the public domain you can choose as you like. https://musescore.com/community-guidelines
Working on a score on two different computers at the same time can be problematic. You need to assure two people are not editing the score at the exact same time because only the last one who saved it will have their changes shown in the score.
I suspect that you want to use different computers depending on your location and this should never cause a problem. You can use some sort of cloud storage (like Google one drive) to store the score and access it from both computers. The same thing can be done if you are collaborating with someone across the pond, just keep my initial warning in mind.
There is no need for a portable version if I am correct.
Thank You. I am 14 and arranging some music scores for a class fundraiser. I don't have a personal computer so I alternate between my parents'. I'll probably just save it online now that I know, but do I need an official Gov't copyright to save it online?
No. You can use any storage you want as long as you are not publishing it for the public to have access to it. So if you are putting in on musescore.com and making it private, then the copyright does not matter.

Also quick question. Do have to get an official Gov't Copyright to choose the copyright or do I just Choose one?

Not at the same time.
You could store the scores on some cloud storage and access that from several computers.
