Can't get menus under each palette to load in new version

In the latest version of musescore on new computer windows 10, I can't access palette elements without using the master palette. The master palette covers up the score I am working on. I tried turning on advanced settings to no avail. When I click on a palette word like key signatures it just gives me 3 horizontal dots to the right of the word. Clicking on the dots just checks off edit palette.
