accent - articulation time strech not responding

Hi

I am trying to vary the piano note accent, I go into inspector and I see Articulation option : Time strech. Its stuck on 0.1 no matter what the note value is. I cannot seem to change this value. But I feel that the accent should be variable by a velocity change indicator. Is there a way to control the velocity change of the accent?
