Frames behave oddly in 3.6
Vertical frames are always bottom when vertical justification of staves is enabled in Style/Page.
When you append vertical frame it will append after all bars to the end of music (not bottom of page).

Better attach the *.mscz file.
Select one of the last measures, Insert the frame (to which you can apply a page break if necessary).

And to be clear, this has not changed, ever. Appending a frame always goes to the end of the score. Adding a frame anywhere else has always involved selecting the next measure or frame and inserting. Same with adding vs inserting measures.
