Cannot create a new tablature staff linked to an existing note staff
To replicate:
In the Instruments dialog:
1. Create a bass guitar instrument and staff
2. Highlight the bass guitar staff in the right pane
3. Highlight the bass tablature staff in the left pane
4. Click "add linked staff", expecting a tablature staff to appear
5. Result: a regular note staff appears instead of a tab staff
Is this a known bug? Is there a workaround?

Once added you can change the type to tab. And that is actually even documented, see https://musescore.org/en/handbook/tablature#staff-tab-existing-score, so not a bug ;-)
Neither the Add Staff nor the Add Linked Staff give a hoot about what is selected in the left window, they operate only on the instrument selected in the right window
