Install and run the plugins. They appear in the Plugin Manager, but not in the menu of selectable plugins.

Plugins are know not to work in 3.0 and 3.0.1, but will again in 3.0.2, see #280740: [Feedback form] Plugins don't work (the list of requests)
The plugins that worked in 2.x would need to get adjusted to 3.0 though, see #282198: Double time v2.0 plugin doesn't work in MuseScore 3

IMHO these plugins (Doubletime and Halftime) are not worth porting to a higher version, at least not as they are today. Their concept is not really good. If the plugin framework works really well, e.g. allows setting keys, placing tribels and everything that doesn't work under Musescore 2.x today, then I think it makes sense to rewrite these plugins completely. I use my own plugin anyway.

If you have a better plugin for Half-time and Double-time why don`t you contribute it to the community ?
Workaround is to use the new 'Paste double' and 'Paste Half'
