Select a duration using a shortcut. (1-9) should work. Can you attach here the score you are having problems with?

i started measure over with blank measure and then it worked; just couldn't get there once two quarter notes were in the measure. Thanks.
As mentioned by using a computer keyboard (see also: https://musescore.org/en/handbook/3/note-input#keyboard):
It works in an similar way by using the mouse (see handbook).

You have to start by selecting, or otherwise moving the cursor to, the first rest you want to replace Then it works, every time without fail - entering notes and rests always replaces whatever is there. Try again, select any note or rest you want, then follow these instructions precisely:
1) (select the note or rest where you want to start replacing)
2) Press N to enter note input mode
3) press 5 to select quarter note duration
4) press 0 and/or letter keys in any order - you will see the existing notes or rests replaced by what you are typing
