I can't get past the splash screen and "Preparing to install" window...
Ver 3.2.3.7635
Update: After around 15 mins it says it isn't able to reach the install server and so quits the installation. I can't start Musescore without this happening. I've also tried to press cancel whenever the install window pops up but now it gets stuck on the cancel window which makes me force quit from task manager.
I don't know if it's at all related but now I'm having trouble saving a new score. It keeps crashing when i try to save it.

Is it a 32bit or 64bit Windows? A 32bit or 64bit installer?
Which version of MuseScore is installed?

The problem persists upon reboot.
This is on 64 bit windows.
The latest version, after I get past the installer screen I will let you know what is the specific version.
So you have 3.2.3 installed already but want to install 3.2.3? That doesn't seem to make much sense to me?

I am not installing 3.2.3 it is doing that by itself whenever I start up Musescore 3. The moment I start it up the Musescore splashcreen comes up and then a new window appears saying "preparing to install" and it is just frozen like that.
Ah, I thought you're having problems installing it.
Not sure how to get out of this situation though, you could try to uninstall MuseScore and (re-download and) install it again, and/or revert to factory settings (using command line, see https://musescore.org/en/handbook/3/revert-factory-settings#instruction…)
Perhaps running musescore from the command line with -F will help? See https://musescore.org/en/handbook/3/revert-factory-settings#Via_command…
I've already re-downloaded twice.
No dice on the factory reset. It's still popping up with a 15 minute long "preparing to install..." window each start up.
Uninstall it first, via control panel?

Maybe same as #267737: Windows Fall Creators Update causes MuseScore not to start anymore but hangup with "Preparing to install"? Like an issue with a Yamaha USB driver from Steinberg?
