Re-arrange systems to 4 bars per line

I have a score with an odd number of measures per line. I want to break them into 4 bars per line.

I inserted a system break after the first fourth measure on a system that had 7 measures, but now the subsequent system has only three bars. I want to combine it with the following line so I can insert a new break after the fourth measure on that line.

Also, is there a tool that can automate this?

I'm trying to play jazz tunes and it's much easier for me if I can view the music with 4 measures per line, instead of some odd number, because it helps me to view the structure of the tune. Thanks.
