Does this articulation affect only the note that it is attached to or does it affect all notes on the same beat, including in different voices? Can the amount of the accenting be specified?

It should affect the chord, so not other voices (or staves)

Thanks. I'll add a matching accent for voice 2. Can I change their size at all? I can't find a style setting for them.

In Style there is an Articulation size in the Articulations and ornaments section that affects all articulations the same. I'm not sure if this will help you.
